[EAS] EAN redux - FEMA

I just reuploaded the cr-rev5 certificate to a unit that I have easy access to and it took the  file and rebooted as expected.

I really think that all this speculation is moot as I am quite sure that there isn't a big red button on the president's phone or desk that would fire off an EAN the next time that he wants to vent his frustrations...  Is FEMA not officially the key holder for EAN?  I know that it can be triggered quickly but imagine that there are several levels of bureaucracy between the president and the send button.
