[EAS] Washington DC AMBER alert FIPS code

There was an actual AMBER alert in Washington DC this evening.  It was 
distributed via CAP/IPAWS and the Local Primary station.

Likely a configuration error on the local EAS box, usually because they 
monitor SiriusXM RMTs they configured DC FIPS for other event codes by 
accident.

It would be nice if satellite PEP stations (Sirius, NPR, Premiere) used a 
special FIPS code (e.g. 099001) for testing to avoid overlapping with real 
geographic areas.
