[EAS] EAN redux - FEMA

A flawed test, or an intentional 'probe'? we just received an Amber Alert with a Washington, DC FIPS code.

I know folks think I'm crazy (you should see some of the comments on my posts to other engineering groups), but this doesn't look good to me.
