By the time such a call to action would occur on EAS, it's probably too late.
Determining that an EAN was a "hoax" when it originated from a legitimate source, seems the stuff of Monday Morning Quarterbacks.
Assuming the alert came through the legacy pipe, wouldn't hitting plates off have the same effect as pulling the plug on the EAS box? As in no EOM sent to downstream stations?
OTOH, a presidential EAN likely would come down via CAP/IPAWS. Stations would also get their EOM from the same source.
