IANAL, but I would think that 73.1217, the rule about broadcast hoaxes, would give us the responsibility to pull the plug if a bogus "Storm the statehouse" EAN came through.

Barring that, there's also the option of hitting Plate Off.

Does FEMA have protocols in place to prevent a rogue EAN by the President,  similar to the ones the Joint Chiefs have for ensuring he cannot launch a nuclear strike? 

If not, they should - and it needs to be discussed, now.

My EM contact said that turning off units might be considered a criminal offence, and that in any case, nothing could stop WEA.

EAN over WEA could constitute a frightening command and control channel and should be considered a grave risk.
