I'll go one step further than Rich. The unique "I'll hold onto your programming as long as I want" aspect of the EAN code was not thought through carefully/bungled by whomever wrote the changes. This mistake along with others should be rectified by involving people who really understand how the EAS really works before we have further loss of the hearts and minds of EAS Participants and those of us who work for them. That means a lot of people on this list should have been consulted.
All I know is we (the experienced long-term folks who were around in the late 90's when EAS replaced EBS) were certainly not consulted. At this point if regulations that go forth ignore our input and / or make it impossible for those of us in SECC's and LECC's to manage those entities, I'd just as soon walk away.
Adding more work/demands into what is already a non-funded mandate would not be my suggestion for planning for the future of the EAS.
