Certainly training is important - So is having -  A working system for which
training can be directed !

There are a number of sayings that come to mind - 

> Sometimes good things can come from disasters

> Sometimes a disaster can be a 'lubricant' required for the wheels of
government.

> Fear is a great motivator ....Especially when the fear is that something
bad could happen again.

> Fear is a great motivator for politicians to do the right thing, knowing
that voters have memories.
