[EAS] Texas Amber alert for Chucky from horror films

Yes, zombies seem silly, and makes for funny news stories. But its better 
than "realistic" tests alerts, which could be mistaken for actual alerts 
if accidently released to the public system.

I know there is an opposing viewpoint, which argues exercises and 
simulations should be as realistic as possible. But I would rather see 
news stories about Chucky rather than Hawaii ICBM missles.
