[EAS] Texas Amber alert for Chucky from horror films

Note: this message did NOT go out over EAS or CAP.  This alert was composed as a test of and email/app system (Texas Alerts).  It originated from a wholly separate system than the one used by TXDPS for EAS.

But, in this case - again - it pays to double check that any system is not "live".  And, in this case, the fact they use two separate systems wasn't a bad thing.

Testing and training is good.  Verifying your training system is not connected to "live" alerts is better.
