I happened to stumble across "Early History of Electrical Detection and 
Warning of Natural Disasters" by Robert Colburn in Volume 27, 2014, of 
_The_AWA_Review_.

Recommended reading.

In particular the author notes

"Forecasts of tornadoes are prohibited" stated the Weather Bureau 
Stations regulations of 1905, and the prohibition was reiterated in 1915 
and 1934.

And for today's continuing debate over EAS and other technology the 
author notes

Even after the Weather Bureau lifted its restriction, the Federal 
Communications Commission continued to bar television and radio from 
broadcasting tornado warnings until 1954.

As our debate over improving warnings through technology continues we've 
come a long way from 1954.
