I didn't find any indication that Beasley pro-actively notified FCCOPS 
about misuse of the EAS attention signal, even though a board operator 
recognized the incident immediately and notified multiple internal people.

Beasley waited until the FCC sent a letter of inquiry.

Good job by the board operator. He or she probably didn't get credit for 
doing the right thing.

Negative points for Beasley failing to promptly self-report when it 
learned of the problem.

Positive points for candor and acceptance of responsibility in response to 
the Letter of Inquiry (even if the response had a few errors).
