[EAS] EAS is topic of FCC Dec. 14 meeting—NPRM, NOI on agenda

FCC doesn't seem to learn from its own history.

Wireless Emergency Alerts used to have hard-coded text translations. The 
mobile wireless industry discovered it was a bad idea. Hard-coded WEA was 
removed eventually removed, but there is still old software which uses 
hard-coded text messages in WEA.

Hard-coded text doesn't work for multi-language alerts (spanish, french, 
korean, etc). FEMA has used different national test messages over the 
years, such as adding a sentence about WEA one year.

It looks like FCC has already made up its mind, and will cherry-pick 
comments to support its pre-made decision.
