[EAS] PEP Stations

Just a few bits of what I have run into regarding PEP stations.

AM's get more coverage for less energy input than FM's. This is 
important when considering genset fuel resupply. FM's are used but 
rarely and mainly for fill in.

PEP's used to have the equipment to monitor other PEP's, but that is not 
so true anymore. Most PEP's don't monitor other PEP's.

Criteria also includes ease of ingress and egress. Stations in areas 
that get snowed in for months at a time, or are subject to flooding or 
other things that make it hard to get to are generally not chosen.

PEP's must be willing, and agree, to support the mission.

Samoa is active again.

All of the above is subject to change depending on circumstances.
