I imagine KCBS was better at getting into adjacent NPWS/PEP stations in
Fresno (KMJ) , Sacramento and adjacent markets. I think PEP stations are
required to monitor adjacent PEP stations as possible.

KMJ was built out as a new PEP station a little over a decade ago after they
moved from a 5KW station in Fresno, CA to a 50Kw station.

 Just curious.  I'm sure FEMA (and/or the FCC) have several criteria for
selecting PEP stations.  Anyone know what they are?  And why KCBS was
selected, rather than KNBR or KGO?
