[EAS] PEP & KCBS

Phil,

For a long time KPO-KNBC-KNBR was the primary EBS - EAS - etc. station. 
  As a clear-channel 50 kW non-directional station that made sense.

Until the KNBR General Manager refused to agree to the latest EAS plan 
and declined to be the primary station.

KGO was a 5 kW local station that only was able to increase power to 50 
kW with a directional antenna.
