I haven't had a lot of luck communicating with the FCC staff in DC. What 
I HAVE had good luck with... so far... is talking to their local 
enforcement bureau about what THEY want.  At the end of the day... the 
views of the guys inspecting  my station is more important than the 
other FCC staff.  Or attorneys... who, after all... are "practicing" 
their profession and issuing "opinions" on the law...
