and LP-2) in every EAS local area, which are broadcast stations. In

FCC Part 11 only requires an EAS participant monitor two assigned sources.
A SECC does not have the authority to supercede the FCC rules. Even
in the Republic of Texas :-) The SECC can encourage monitoring additional
state and local sources for EAS messages. Participation in state and local
EAS is voluntary. Only the national EAS is mandatory.
If you monitor NWS, you will not receive the national level EAN.
In nearly all states, NWS is not a valid monitoring source for EAN messages.
NWS is a useful, and recommended source of weather, state and local EAS
messages. But not EANs.
The FCC Enforcement Bureau has never issued any NALs for failing to
monitor NWS. It frequently issued NALs for failing to monitor the
assigned EAN monitoring sources in the state plan for EANs.
