[EAS] NWS Status as an EAS Monitoring Source

NWS is included in our state plan and I am aware that this is what an inspector would look for.
However, it was an ABIP inspector that mentioned a recent change, so I was just try to track down more information on that.

That's what the FCC will consider if they inspect the station.
