As you know, the AM PEPs were originally a tertiary (3rd) backup channel. 
After the end of the Cold War, budget cuts eliminated the previous primary 
and secondary channels.  The AM PEPs weren't supposed to be the sole 
source.

We shouldn't eliminate the AM PEP backup option. We need a combination 
of independent distribution channels for resiliance, and both local and 
national sources.
