§11.32 EAS Encoder. (a)
(9) Attention Signal generator. The encoder must provide an attention
signal that complies with the following:
(i) Tone Frequencies. The audio tones shall have fundamental frequencies
of 853 and 960 Hz and not vary over ±0.5 Hz.
I am not a lawyer but if a station transmits 938 and 1,056 Hz then those
two tones do not qualify for 11.31 (a) (9) (i) because they are 10% high
and differ by more than 0.5 Hz.
I would suspect that this combination would be just as annoying to the
public as the official tones.
