[EAS] so what do we know about the NPT?

The source of most NPT failures was the fact that Premiere sent the NPT -
Minus the audio portion -  The system here in Washington State worked very
well at forwarding this truncated message.    I like to think that we can
score it a success anyway.

The time has clearly come  to get - ALL - participants in EAS to send,
regular, weekly RWT's.   Had this been the case, likely the problem
experience by Premiere would have been found and corrected.    This is
another example of where problems can develop when we are not all reading
from the 'same sheet of music'

know if it was rescheduled due to weather or some such.
