[EAS] Why do TV stations cheat on NPT?

A followup.  I found a DISHTV recording of the 2021 national EAS test on 
YouTube. Add DISHTV to the successfull test column. Clear and complete 
audio EAS message.

Direct To Home satellite

DirecTV - Successful, noisy EAS audio with bleedthrough, complete, loud 
volume
DISH TV - Successful, clear EAS audio, complete message, normal volume
SiriusXM - Successful, clear EAS audio, complete message, low volume

Audio levels are difficult to judge on recordings by others.  Compared to 
the program audio level from same source before & after the EAS message.
