Yes Clay, this issue was identified on the FCC post-test call with SECC Chairs.
Premiere sent Header Codes and EOM, but no audio message per many on the call.

Specifically -

I was advised by Dave Turnmire (EAS Honcho in Idaho) that one of their
stations received the NPT, but it did not contain any audio.

That station was monitoring KRFA.    Turns out that KRFA got the defective
NPT from KXLY in Spokane..

KXLY reported they got the bad NPT from Premiere.

Whereas Premiere is a national distributor ..I have to believe that everyone
else that monitors Premiere had the same problem.Yes?

Some confirmation would be apparecaited.
