It should be a surprise to anyone on this list, the broadcast audio chain 
isn't straightforward anymore. But I don't know KQED or KCBS specific 
setup, just speculation.

With differences of a few seconds (tens of seconds), I suspect its like 
listening to live sports events on radio and TV at the same time. There 
are all sorts of weird audio processor delays, profanity delays, HD radio 
IBOC delays, STL IP delays.

I wouldn't be surprised KCBS and KQED have different broadcast chain 
latency after the EAS boxes.  The Sage log may show only a couple of 
seconds difference, but the broadcast chain difference could be tens of 
seconds.

"Live" isn't live anymore.
