[EAS] Why do TV stations cheat on NPT?

Back when we were doing regional testing leading up to the 2016 NPT I found a major market radio station where the operator dumped out of the scheduled test message, realized his mistake, and quickly put together a substitute. I had to give the guy props for knowing how to use his studio EAS device to create a message in record time but the header info gave him away.
