[EAS] Why do TV stations cheat on NPT?

The youtubers around the country have been posting recordings of the 
national periodic test on August 11, 2021.

Since there is no penalty for failing the NPT, why would a broadcast 
station cheat on the 2021 national EAS test?

KCWX TV 2 in Fredericksburg/San Antonio Texas did it again this year.

The real NPT this year was issued for 60 minutes, for All USA and 
Washington DC.  The audio/video broadcast by KCWX doesn't match the
actual NPT message issued by FEMA.

I would love to see what KCWX has on their Form 1, 2 and 3 filed with the 
FCC.
