[EAS] NPT via NPR

I was at a local station here in my home town....The test started a couple
of seconds late...The audio was typically bad...but you could understand
it...Then I started hearing a lot of cross-talk (Like last time) just before
the EOM.
Monitored source - KIRO-AM the WA-State PEP - Direct.

NPR have a similar issue?
It appears to be on the national NPR feed. I saw the same fade-out on
multiple NPR stations. It sounded almost like an old-fashion analog tape
recorder tape slip or tape stretch.
The end of message fade-out did not occur on other PEP terrestrial stations.
