I concur with Dale and Sean. The callsign in the alert comes from the sending station.
As long as you are tuned to the station listed as your monitor source in your state plan, and the SECC hasn't advised otherwise, you should be good to go.

If the plan has a mistake or is not up to date, that's on the committee. Some SECC's welcome input, others... not so much. Hopefully in your state you're dealing with the former. And if you do point out an error in the plan, be sure to document it for your records.
