I did some more checking on our Raleigh Sage units, after reading that today's test should have been rejected.

Turns out the three Endecs that logged the test are monitoring our state's "EMNet" satellite alerting network.  EMNet received the CAP test and the Endecs dutifully logged it.

All of our other Endecs did not log receipt of a CAP test.
