The short answer  - Until the FCC chose to close the Seattle Office!

The long answer - 

We had FCC participation in all of WA-State's SECC Meetngs...Including those
that were devoted to writing our first Plan.   Most of the time via Kris
McGowan.

Sadly the FCC has shrunk to become only a 'complaint driven' entity.
