I'd expect duplicate detection to work as expected, but that's what pilots are for.
They're starting testing this at a few select COGS with a few select broadcasters. I recall that a challenge early on was that NWS systems could restamp the message from IPAWS with a new time code. Which means that, technically, the message becomes a "new" one, and not a duplicate. If the header parameters stay the same (CAP parameters, LP headers, NWR headers), then all should work fine, including duplicate detection.
Looking forward to hearing results in the coming months from IPAWS & NOAA ...
