Money, money, money....

In many jurisdictions, the public alert/warning officer is just "other 
duties as assigned" for the agency's public information officer. Often 
without any special training, no resources or tools.  That's assuming an 
agency has a PIO.

A majority (>50%) of law enforcement agencies have fewer than 10 people, 
and only part-time. After-hours, emergency calls may get routed to a 
county or state dispatch center. Local officials often use 'free' tools 
because those are the only one's they can afford or have access.
