[EAS] Utah EAS activation - post-alert analysis

The Governor of Utah used the state-wide Emergency Alert System/Wireless 
Emergency Alert on November 8, 2020.

>From a technical perspective, ignoring the content, how well did the 
EAS/WEA work?

There appeared to be some timing issues, with cross-broadcast EAS 
activationes interrupting the governor's announcement.  The age-old 
problem of overlaping alerts between broadcast TV and cable system TV were
also a problem.
