FEMA has essentially no regulatory authority over how states and 
localities use IPAWS.

The IPAWS Memorandum of Agreement expends more effort describing password 
complexity polcies than it does on appropriate use of IPAWS for public 
safety purposes.

Instead, as one FCC staffer told me once, they have oversight authority
by "raised eyebrow."

When a state or locality does something questionable, FCC and FEMA can 
ask why did they do that? Most of the time, asking the question is enough 
to stop the stupid stuff.
