[EAS] Colorado makes the same WEA mistake as Utah - WEA can't target highwway crossings

Sigh,
It looks like Colorado is trying to target highway crossings along its
border with other states with tiny alert polygons for WEA.
This DOES NOT WORK with most existing mobile devices !!!!!!
Instead, using multiple mini-polygons leads to gaps and/or large
tower-based alerting areas which can be 10 to 100 miles away. Utah tried
this for a few days. The result was people getting multiple WEA alerts
across large areas of the state.
I know it looks "cool" in your Alert Origination Software screens. Don't
believe your AOS user interfaces. Just ask Utah!
In 5 years, when everyone has replaced their current phones with WEA 3.0
capabile mobile devices, we can revist mini-polygons. The press releases
about WEA 3.0 from the FCC were misleading.
