Auditors audit. That's what they do. GAO are essentially
government auditors.
Decisions are made by senior executives, i.e. elected officials. Don't
like the decisions being made by elected officials, hire new ones.
Auditors are just the people that deliver the bad news. Without auditors,
senior executives just prolong the delusions.
