Nice of you to straighten this out for him (us) Clay.
Might be that he just misworded what he meant to say?
Might be due to a lack of understanding?
Regardless, I applaud your efforts to set the record straight.
But I wouldn't blame him if we were confused.

PEP sources seem to have fallen in and out of vogue over the years. At least on the station engineer level.
And as is the case for our state, and whatever Google source claimed, or was misquoted, they had all but been forgotten except by those most active in EAS, or who might be involved directly with a PEP station.
PEP as a direct EAS monitoring source has only been on the "radar" around here recently for just a few brief years. Only to have last been heard of on a regular basis during the days of EBS. We've gotten by with (or away with) a single source for national alerts for most of the existence of EAS by relying on the PEP > SP > SR > LP daisy chain. Even with the addition of CAP/IPAWS, it seems we were still sole-sourcing national alerts.
Perhaps those who thought it had gone away, haven't been exposed to it recently, either. Hopefully any such claims referring to another source will also include the citation so those in the know would have a chance to offer corrections to those sources when possible.
