It may not have been so much a mistake as not many people understood why an RWT was issued for DC and "all of the United States" on a holiday week. 

One person said it was some sort of "annual test" ... but, again, the person that called me was a bit surprised by the 00000 on a RWT and though he was in broadcast in the area, he hadn't heard about it either.
