You are correct that these are unfunded mandates. But historically, EAS and EBS before, have all been unfunded mandates.
Do they apply hereto? In my IMHO, yes. Or at least they will once they are codified in the federal register and eventually into Part 11.
Questions that I raised in my rant to management yesterday was how unfunded will this mandate be?
Will any of this require software/firmware upgrades to EAS equipment?
Will those changes be significant enough that one or more manufacturers will have to charge stations for those upgrades?
Say what you will about a manufacturer's need or desire to charge for updates, but remember that none of this is their idea.
If you want to complain, then write a well purposed letter to those responsible, the folks you voted for, against, or did neither.
Explain that these new laws will have no effect without the funding to support what is required to achieve the goals of this legislation.
