Training is a cost.  Just taking people offline to train is a cost.  As one EM explained/complained to me, even if the state or feds granted him the bucks, he could not afford to take anyone offline to train (no backup resources, eating into scarce manhours).

At a product level. I'd offered (and begged in cases) to provide training or retraining at no cost.  In numerous cases the offer was declined or at least went into a black hole.

Absolutely.

I have been known to say "If counties were allowed to have armies we
would have border wars in the San Francisco Bay Area."

I tried for years to get the seven Bay Area counties to agree on a
coordinated test.  Gave up.

And then we have West Marin which does not even like to admit that they
are part of California.

So that is why we need a common curriculum for everybody.  And both
carrot and stick to make it happen.
