That might not be a problem, Richard. The Senate approved the NDAA act today
but everything is held up while they bicker over the stimulus bill. We may
not have to worry about how it will affect SECC's. The bill could well end
up in the round file and the legislation would start at Square One with the
new session.

Ed raises an issue that if it goes that way, flies in the face of virtually
