Isn't California perpetually under some kind of State of Emergency declaration?

Regardless, not every communication is an "alert" simply because a declaration was issued.  Sounds like they are backing into a rationale.

Raises a semi-related thought - I'm wondering whether the "new" SECCs under the NDAA authorization act will become a tool in some states to reinforce bad practices like this (i.e. the SECCs will become more like government bodies) rather than organizations for bottom-up input (media-driven bodies).

The response from emergency officials is that they are under a "State of Emergency" declaration. Here  in Nevada they aren't using EAS for COVID messages any more,  we fixed that. I have no standing when it comes to WEA. The only connection between EAS and WEA is that WEA messages are issued on the same  program as EAS activations. But as EAS State Chair, I have no authority over WEA, just like I have no standing to tell the fire chief when to blow the community siren. Not my circus, not my monkies.
