Tuesday's California WEA message was directed to 23 counties in Southern California through use of county FIPS codes, just like the method used for EAS. As there was no geotargeting polygon specified in the CAP message there wasn't anything present that wireless handsets could use for device based geotargeting. The only geotargeting done was through wireless service provider cell site selection, otherwise known as the old way of WEA geotargeting. Some limited overshoot was expected.
