Just a reminder, in spite of the press releases from the FCC chairman, the 
WEA tenth of a mile geo-location only works in NEW/recent cellular phones 
and messages which include it.

Old phones (i.e. most cell phones) still use tower-based alerting.  Just 
because an alerting authority draws a pretty line on their computer, 
doesn't mean devices in the field use it.

Device-based Geo-Targeting.  Notice its called "device-based."

Sorry, I know its not you.  But the FCC press releases have mis-lead a lot 
of emergency officials.
