[EAS] Public Warnings

The Marin Independent Journal had an article with whining from people 
that were not "warned" about fires.

I can't find that article on the IJ website.

My perspective on this is (1) no system will get to 100% of the people, 
(2) when things go bad most modern technology fails and (3) if you want 
to live in a forest be prepared!

The article did not mention the use of EAS.
