Possibly power supply.

I had one doing the same thing but it also fairly regularly sent reboot notifications for no reason.  Changing the PS seems to have stopped the IPAWS Down/Up and the random reboots.

Ironically, during one of it's Down/Up cycles, it received the CAP weekly test between a Down and an Up message pair...
