The FCC's web site says:  "Complaints alleging violation of the Commission's Emergency Alert System rules should be sent to the Federal Communications Commission, Spectrum Enforcement Division, 445 12th Street, SW, Washington, DC 20554. Complaints should include the call sign and community of license of the station and the specific circumstances surrounding the alleged violation."
