[EAS] DHS (CISA) releases 2019 National Emergency Communications Plan

That is old news to us.

So where is the funding for all of this?

P.S.  Pacific Graft & Extortion shut off most of Northern CA today.  At 
the same time the cell companies were whining about backup power to the 
FCC.  Most cell sites DO NOT have a generator; just a few hours of 
backup batteries.

So if a bad thing happens in the dark don't count on any cell warning.
