[EAS] Impact-based Flash Flood Warning transition in progress

Starting this week, I've started to see changed impact-based text in
NWS flash flood warnings from some weather forcast offices.  The WEA 
triggers haven't changed yet, so WEAs are still sent for all FFWs. 
According to the public notice, WEA won't be changed until all WFOs have 
transitioned to the new impact-based warning format.

The standard WEA text has been re-formated, e.g. "NWS" moved from the end, 
to the beginning of the WEA CMAS string.
