Cops???  Street cops also undergo continuous training and generally are on
par with fire from a response standpoint.

It's the !@#$%^&* politicians, their appointees, and many non-sworn
officer staff who need to be trained, and retrained....and retrained... 
Moreover, in large government complexes, many don't stay in any one
position long enough for training to be effective or worthwhile. Not
making excuses....just stating a simple fact.

In rural areas where those who put down roots are around forever, that may
be a different matter. But not in urban areas where people move around
positions like water.
